National Security Conference Emphasises Intelligence Fusion and Coordinated Implementation
The 9th two-day National Security Strategies Conference opened in New Delhi on 24 August 2026 in hybrid format with more than 850 participants. The first day's agenda included counter-terrorism, intelligence fusion through the Multi Agency Centre, narcotics control, illegal migration, cybercrime and proxy warfare. The Home Minister called for training under the PRAHAAR scheme, faster trials including available trial-in-absentia provisions, integrated investigation of UAPA cases and artificial-intelligence analysis of information on Multi Agency Centre platforms to develop standard operating procedures. The second-day agenda was to examine sub-aerial threats, blue-economy security, information warfare and a bio-security framework. The conference has been held annually in hybrid format since 2021 to combine senior leadership with field-level experience and domain expertise.

Federal coordination also needs clear rules: States hold core policing responsibilities, while central agencies possess specialised and cross-border capabilities. A conference can align priorities, but operational success requires interoperable standards, trained investigators, forensic capacity and joint exercises. Speedier trials must still protect fair procedure and evidentiary integrity. For UPSC, frame national security as both effectiveness and constitutional governance. Secrecy may be necessary for operations, but aggregate performance, oversight mechanisms and grievance pathways can still be accountable. The best measure is not the amount of data collected. It is whether agencies prevent harm, share actionable intelligence in time, learn from failure and use extraordinary powers narrowly. Technology should strengthen professional judgment and coordination, not become an opaque substitute for responsibility.
