PM-DDKY Dashboard Moves District Agriculture from Spending Counts toward Outcome Accountability
A Union Agriculture Ministry review examined implementation of the Prime Minister Dhan-Dhaanya Krishi Yojana across 100 districts selected for low agricultural productivity, low cropping intensity and low agricultural-credit disbursement. The scheme converges 36 Central schemes of 11 Ministries and Departments with State programmes and private participation. Its monitoring framework contains 121 indicators: 74 outputs and 47 outcomes. The average score across the six scheme objectives rose from 22.54 in April 2026 to 38.85 in July 2026, while all 100 districts uploaded District Action Plans and submitted specified monitoring data. A Financial Progress Module became operational on 31 August 2026, and a Beneficiary Progress Module was targeted for mid-September. Between January and July, 6,90,530 farmers and 88,961 extension workers received skills training; 2,20,683 farmers and extension workers were trained in natural farming. The governance test is whether convergence and dashboard scores eventually demonstrate verified improvements in productivity, resilience, credit access and farmer welfare rather than merely documenting activities.

How to study this story
Outcome-based agricultural governance begins by separating inputs, outputs and welfare effects. Funds, meetings and training sessions are inputs or activities. Irrigation created, storage made usable and credit delivered on time are outputs. Stable yields, lower vulnerability, better farm income and sustainable resource use are outcomes. A common dashboard can coordinate fragmented schemes, but aggregation may hide weak districts or disadvantaged cultivators. Indicators need clear definitions, comparable baselines, timely validation and disaggregation by farm size, gender, tenancy and agro-climatic conditions. District rankings can motivate administrators, yet they can also reward easy-to-count activity or encourage selective reporting. Independent field checks, farmer feedback and public metadata reduce that risk. Convergence should have a named lead institution and a method for resolving overlaps rather than assuming that many schemes naturally combine. Extension workers need locally relevant knowledge and time for follow-up, while credit and infrastructure must arrive in the agricultural season in which they matter. The strongest dashboard is therefore not the one with the most indicators. It is the one that explains causal links, flags uncertainty, reveals distribution and permits correction when administrative data diverge from field experience.
