GS Paper 2 · 8 September 2026
Western Zonal Council Shows Cooperative Federalism as Routine Problem-Solving
The 28th meeting of the Western Zonal Council was held in Panaji on 7 September 2026 with Goa, Gujarat, Maharashtra and the Union Territory of Dadra and Nagar Haveli and Daman and Diu. Zonal Councils are statutory advisory bodies created under Part III of the States Reorganisation Act, 1956; they are not constitutional courts or binding supranational authorities. The official address said 25 Zonal Council and standing-committee meetings were held during 2004-14, compared with 71 since 2014. It also reported that 1,893 issues had been discussed and 1,445 resolved. The agenda ranged across fast-track special courts, emergency response number 112, food safety, Ayushman Bharat, banking access in villages, railway and environmental clearances, primary agricultural credit societies, nutrition, school dropouts, cybercrime and digital infrastructure. Such breadth shows that intergovernmental coordination is often operational rather than ideological. Meeting frequency is useful, but resolution quality, implementation and follow-up determine public value.
Why UPSC cares
For GS Paper 2, Zonal Councils illustrate cooperative federalism, Centre-State relations and inter-state administrative coordination. Candidates should distinguish them from the Inter-State Council and adjudicatory mechanisms. Their comparative advantage is structured dialogue across sectoral departments; their limitation is advisory authority and dependence on sustained follow-through.
How to study this story
Federal coordination often concerns small dependencies that no government can solve alone. A railway clearance may affect a State project; a shared emergency number needs compatible procedures; cybercrime crosses police jurisdictions; nutrition or school attendance requires several departments. A Zonal Council provides a recurring table where political executives and officials can identify ownership, record decisions and return to unresolved items. Its advisory character encourages negotiation, but it cannot compel implementation like a court. This makes agenda preparation and follow-up especially important. Issues should be defined narrowly, supported by data and assigned to a responsible authority with a realistic timeline. Standing committees can handle technical work between political meetings. Public reporting should distinguish matters discussed, agreed, implemented and closed, because a recorded resolution may still await action. The forum should complement, not displace, legislative accountability, Finance Commission transfers, the Inter-State Council or judicial remedies. Regional groupings can surface shared economic and social conditions that a national meeting may overlook. At the same time, smaller members need a meaningful voice so bargaining power does not dominate. In a Mains answer, establish the statutory and advisory nature of Zonal Councils, explain their operational value, identify enforcement and transparency limits, and recommend disciplined monitoring that turns dialogue into coordinated public service.
