Data-Centre Expansion Makes Digital Sovereignty an Energy, Water and Standards Test

A PIB backgrounder described data centres as foundational infrastructure for banking, e-governance, digital payments, cloud computing and artificial intelligence. Installed power capacity grew from about 375 MW in 2020 to 1.57 GW by August 2026 and is projected at nearly 8 GW by 2030. The Central Electricity Authority estimates demand could reach 17 GW by 2031-32. The backgrounder reports nearly USD 70 billion of investment under way and another USD 90 billion announced, alongside infrastructure status, a tax holiday for eligible foreign cloud providers and linked semiconductor and AI programmes. Rapid scale makes power reliability, carbon intensity, cooling water, cybersecurity and supply-chain dependence central governance issues. BIS metrics include power, carbon, cooling and water-use effectiveness, while building codes and groundwater rules add resource safeguards. Capacity alone does not establish sovereignty or sustainability. India needs auditable efficiency, clean and firm power, location-sensitive water planning, resilient connectivity, security standards, skilled operators and transparent reporting that compares announced investment with operating capacity and public value.

How to study this story

Data-centre policy must compare useful computing delivered with the resources and risks required to sustain it. Power usage effectiveness can show facility overhead, but a good ratio does not by itself show whether electricity is low-carbon or whether total demand is rising. Water-use effectiveness is location-sensitive: a cooling design acceptable in a water-abundant area may be irresponsible in a stressed basin. Closed-loop and advanced cooling can reduce demand, but claims need measured baselines. Grid planning must add firm capacity, transmission and storage rather than assume every renewable certificate equals round-the-clock clean supply. Digital sovereignty also includes jurisdiction, cybersecurity, hardware and software supply chains, skilled maintenance, disaster recovery and competitive access—not only domestic floor space. Tax incentives should be linked to additional investment, jobs, efficiency and compliance, with announced projects separated from commissioned capacity. Cumulative impact assessment is especially important where multiple facilities cluster. For UPSC, recommend transparent PUE, WUE and carbon reporting, water budgeting, renewable matching, security standards and local infrastructure coordination so digital growth does not externalise costs onto electricity consumers or communities.
