Wetlands & Ramsar Sites in India: The UPSC Guide

Wetlands are the most productive and most abused ecosystems on Earth — and one of the most reliable sources of Prelims marks in the environment section. Master the Ramsar Convention, the designation criteria, the Montreux Record and India's own list, and you have locked down a topic that appears in the exam almost every year.

In three decades of coaching, I have watched candidates treat wetlands as a place to mug up a long list of names the night before the exam — and then lose the mark anyway, because the examiner never asks the list plainly. They ask which convention protects wetlands, in which city and year it was signed, what "wise use" means, which two Indian sites sit on the Montreux Record, or which was India's first Ramsar site. The names are the easy part; the concepts and the traps are where marks are won and lost. This guide gives you the whole topic the way I teach it — the ecology, the treaty, India's record, the current framework and the exact places examiners lay their snares.

What exactly is a wetland?

A wetland is land that is saturated with water — permanently or seasonally — so that it takes on the character of a distinct ecosystem, neither fully land nor fully water. The Ramsar Convention deliberately uses a very broad definition: areas of marsh, fen, peatland or water, whether natural or artificial, permanent or temporary, with water that is static or flowing, fresh, brackish or salt — including areas of marine water whose depth at low tide does not exceed six metres. That six-metre clause is worth remembering: it means shallow coastal seas, coral reefs and estuaries can all qualify.

So wetlands are not just "swamps". They include lakes and rivers, mangroves, coral reefs, coastal lagoons, salt marshes, peatlands, and even human-made systems such as reservoirs, tanks, paddy fields and salt pans. This breadth is exactly why examiners like the topic — a candidate who thinks a wetland is only a marsh will be surprised to learn that a man-made reservoir or a paddy field can be one too.

UPSC has repeatedly used the broad Ramsar definition to catch candidates who assume wetlands must be natural and freshwater. A statement like "man-made water bodies cannot be wetlands" is false — and the Convention's own wording is your proof.

Why wetlands matter: the ecosystem services

Wetlands are often called the "kidneys of the landscape" and the "biological supermarkets" of the natural world, and both nicknames earn their place. They perform an extraordinary range of functions for a fraction of the planet's surface area.

  • Water security: they recharge groundwater, store floodwater, and release it slowly in dry months, acting as natural sponges.
  • Water purification: they filter sediments and absorb pollutants and excess nutrients — hence "kidneys".
  • Biodiversity: they support fish, amphibians, and vast populations of resident and migratory birds; many are critical stopovers on the Central Asian Flyway.
  • Carbon storage: peatlands and mangroves store enormous quantities of "blue carbon", far more per hectare than most forests.
  • Livelihoods: fishing, farming, and tourism around wetlands sustain millions of people, especially the rural poor.
  • Disaster buffering: mangroves and coastal wetlands blunt the force of cyclones, storm surges and tsunamis.

The Ramsar Convention: the one treaty to know cold

The Convention on Wetlands of International Importance — universally known as the Ramsar Convention after the Iranian city where it was adopted — was signed on 2 February 1971 and entered into force in 1975. It is the oldest of the modern global environmental agreements and the only one that focuses on a single ecosystem. Its mission is the conservation and "wise use" of all wetlands through local, national and international action.

That phrase, "wise use", is the philosophical heart of the treaty and a favourite of examiners. It does not mean locking wetlands away untouched. It means the maintenance of a wetland's ecological character, achieved through sustainable use for the benefit of people and nature. In other words, humans may fish, farm and draw water from a wetland — provided its essential ecological functions survive intact. Ramsar is a conservation-through-sustainable-use treaty, not a fence-it-off treaty.

The Convention rests on three pillars: work towards the wise use of all wetlands; designate suitable wetlands for the List of Wetlands of International Importance (the Ramsar List) and ensure their effective management; and cooperate internationally on transboundary wetlands, shared systems and shared species. Remember these three and you can answer almost any conceptual question on the treaty's aims.

How a wetland becomes a Ramsar site

A country nominates a wetland for the Ramsar List if it meets at least one of nine criteria grouped under two broad headings. The first group concerns representative, rare or unique wetland types. The second group concerns biodiversity — for example, a site qualifies if it regularly supports 20,000 or more waterbirds, or if it supports one percent of the individuals in a population of a waterbird species, or if it sustains threatened species or ecological communities. You do not need to memorise all nine; you need to know that the criteria exist, that meeting even one is enough, and that the famous "20,000 waterbirds" and "one percent" thresholds belong here.

India and the Ramsar Convention

India acceded to the Ramsar Convention in 1982, and designated its first two sites the year before that took full effect — Chilika Lake in Odisha and Keoladeo National Park in Rajasthan, both in 1981. Since then, and especially in the last decade, India's network has expanded dramatically. As per the official list maintained by the Ministry of Environment, Forest and Climate Change, India had 99 Ramsar sites as of 21 April 2026, and the tally has continued to climb through the year — up from just 26 sites in 2014. India today has the largest network of Ramsar sites in Asia and one of the largest in the world by number.

Because this number keeps rising, do not memorise a stale figure. Learn the trend — a rapid, sustained expansion — and, in the exam hall, quote the latest official count you have revised. If a question gives you a specific number and a date, judge it against the official Ministry list rather than a half-remembered headline.

A few of these are perennial Prelims favourites. The Sundarban Wetland in West Bengal is India's largest Ramsar site and part of the world's largest mangrove forest. Renuka Wetland in Himachal Pradesh is the smallest. And in recent years Tamil Nadu has emerged as the state with the greatest number of Ramsar sites — a fact that has already surfaced in exam-oriented discussion and is exactly the kind of "which state leads" question the examiner enjoys.

The Montreux Record: a small list that carries big marks

If you learn only one advanced point about wetlands, learn this one. The Montreux Record is a register, maintained under the Ramsar Convention, of those Ramsar sites where the ecological character has changed, is changing, or is likely to change as a result of technological developments, pollution or other human interference. Think of it as a "watch list" — a site placed on it is flagged as being in ecological trouble and in need of priority conservation attention.

India currently has two sites on the Montreux Record: Keoladeo National Park (Rajasthan), placed there largely due to water shortage and the resulting shift in its ecological balance, and Loktak Lake (Manipur) — famous for its floating phumdis and the last natural habitat of the endangered Manipur brow-antlered deer, the sangai — placed there because of ecological problems linked to a hydro-electric project and encroachment.

The story examiners love, though, is the one that got away. Chilika Lake was placed on the Montreux Record in 1993 because siltation and a shrinking mouth to the sea were choking the lagoon. After sustained restoration work — including opening a new mouth to restore the salinity gradient — Chilika was removed from the Montreux Record in 2002, and India's restoration effort was recognised internationally. So the correct list of Indian Montreux Record sites is Keoladeo and Loktak only; a question that adds Chilika to that list today is testing whether you know it was taken off.

Coach's tip Fix the Montreux pair with a simple story: Keoladeo and Loktak are on the Record; Chilika came off it. "KL on, Chilika off" is all you need. Every year I see candidates burn a sure mark by ticking Chilika out of sheer habit.

How India protects its wetlands

Designation as a Ramsar site is an international commitment, but the day-to-day protection of wetlands happens under national law and schemes. A well-prepared candidate can name the main instruments:

  • Wetlands (Conservation and Management) Rules, 2017 — notified under the Environment (Protection) Act, 1986, these replaced the 2010 Rules. They prohibit activities such as encroachment, conversion for non-wetland uses, and setting up of industries in and around notified wetlands, and they empower State Wetland Authorities to regulate wetlands.
  • National Plan for Conservation of Aquatic Eco-systems (NPCA) — a centrally sponsored scheme that merged the earlier National Wetland Conservation Programme and the National Lake Conservation Plan, providing funds and technical guidance for wetland and lake conservation.
  • Amrit Dharohar — an initiative announced in the 2023–24 Union Budget to promote the conservation of wetlands and encourage their optimal use, so that they support biodiversity, carbon storage, eco-tourism and local livelihoods.
  • Save Wetlands Campaign and Ramsar Site Information (Sarovar) style outreach — public-participation efforts to build a "whole-of-society" approach to wetland stewardship.

These four are enough for a Mains answer or a Prelims statement question. The threats — and why the topic stays current

Wetlands are disappearing faster than any other ecosystem. Urban expansion swallows them for real estate; they are drained for agriculture; they are polluted by untreated sewage and industrial effluent; invasive species such as water hyacinth choke them; and climate change alters their hydrology. Every one of these pressures is visible in Indian cities — the shrinking of urban lakes in Bengaluru, Chennai and Hyderabad, and their role in worsening urban floods, is a live current-affairs theme that connects wetlands directly to disaster management and urban governance.

This is why wetlands are not a "static" topic you can learn once and forget. New sites are designated, new threats make the news, and new schemes are launched. Treat the Ramsar list as static scaffolding, and hang the year's wetland news on it — a new designation here, an urban-flooding story there — and the topic becomes a compounding asset rather than a memory chore.

How the examiner actually tests wetlands

Let me be concrete about the traps, because the concepts above only pay off if you can spot how they are weaponised in the question paper.

  1. The definition trap: a statement claiming wetlands must be natural or must be freshwater. False — Ramsar explicitly includes artificial, brackish and saline systems, and marine water up to six metres deep.
  2. The Montreux trap: a list of Indian Montreux Record sites that sneaks in Chilika. Wrong today — only Keoladeo and Loktak remain.
  3. The "first site" trap: confusing India's first Ramsar sites (Chilika and Keoladeo, 1981) with the largest or the most recent.
  4. The superlatives trap: mixing up largest (Sundarban) and smallest (Renuka), or the state that leads (Tamil Nadu).
  5. The treaty trap: confusing the Ramsar Convention (wetlands) with the CBD (biodiversity), CITES (trade in species) or CMS (migratory species). Ramsar is wetlands, full stop.
  6. The date-and-place trap: Ramsar, Iran, 1971 — not 1975 (that is when it entered into force) and not any other city.

Prepare these six deliberately and you convert a scattered topic into a small set of clean, examiner-proof facts.
